Introduction

The National Taxpayers Association (NTA) is a volunteer-based independent and non-partisan organization established to improve the delivery of services and supporting good governance in Kenya through strengthening citizen to government accountability, and citizen-to-citizen accountability. The objectives of the NTA are:

1.        To ensure that taxpayers’ money is used to deliver quality services, such as health, education, agriculture, roads, and water, etc., for all Kenyans;

2.        To ensure transparent and citizen-responsive management of taxpayers’ money in devolved governments

3.        To sensitize citizens on their rights and responsibilities as taxpayers.

Background

The state of public services and development remains poor in spite of increased budgetary allocation at both national and devolved levels. Public services have not improved as would be expected. Corruption and public servants indifference have meant that the citizens have to make use of private service providers at an additional cost.
NTA with the support from Hewlett Foundation is working with three Counties that is Homa Bay, Nandi and Vihiga Counties in Kenya to promote prudent use of public resources through citizen social monitoring and accountability to address administrative monitoring challenges.

Scope of Work

The consultant will be required to technically assess all construction type projects to establish value for money for the projects implemented in Nandi, Homa Bay and Vihiga counties.

The specific tasks include;-

  1. To determine if the quality of materials used are in line with the Bills of Quantities.
  2. To assess the project specifications (room sizes, doors, windows, ceiling heights) or BQ and nature of finishes (if completed) in relation to the bills of quantities.
  3. Assess the damage due to exposure to the harsh environment ( For more than one month before roofing), Exposure of the structure; parts of the structure which are susceptible to damage by extreme weather e.g. Trusses & rafters (timber) Reinforcements Steel structures that are not pre-coated or protected by painting.
  4. Assess the quality of workmanship.
  5. Establish if the project implementation was within the budget and expected time.
  6. Estimate the cost of the project as at the date of assessment and establish if there was value for taxpayers’ money

Specific Deliverables of the consultancy

Present a detailed technical report for each of the project assessed and indicate if there was value for money as at the date of assessment.

  3. Draft Report
  4. Final Report

Qualifications and Competencies

University Degree in Civil Engineering or any related engineering/architectural course from a University recognized by the Commission for Higher Education. 

Experience:

  • Must be a registered engineer or quantity surveyor
  • At least 4 years’ experience in engineering work
  • Excellent planning, problem-solving and analytical skills.
  • Strong attention to detail; excellent report writing skills.

  3. Samples of previous work done that are similar to the consultancy
  4. A proposed budget indicating the number of days, tasks and costs per the main task inclusive of VAT
  5. Indication of availability to start and undertake this assignment
  6. Indicate the county you are applying for, if not all the 3 as indicated above.
