    Terms of Reference

    National Taxpayers Association is looking for an experienced data analyst and professional writer to analyse the FGD data collected from parents in SRC schools in Three Counties; Tana River, Taita Taveta and Marsabit County in Kenya.

    Background

    National Taxpayers Association (NTA) is an independent, non-partisan organization focused on promoting good governance in Kenya. Since 2006, NTA has been implementing programmes focused on enhancing public accountability through monitoring the quality of public service delivery and the management of devolved funds. It has achieved this through the development of social accountability tools (Citizen Report Cards), civic awareness, citizen capacity-building, partnerships with government agencies, service providers, private sector, civil society and community action groups.

    Elimu Bora project

    Integrity Action in partnership with the National Taxpayers Association are implementing a Comic Relief funded project in three counties in Kenya on the use of School Report Cards (SRCs) in 100 schools. Parents and teachers were trained on how to use School Report Cards to monitor schools in their communities in order to improve school services and infrastructure. Our ultimate aim is to improve educational attainment of students. Findings will be shared and discussed with the Kenyan Ministry of Education, and will be used to advocate for increased financial support education as envisaged in the Basic Education Act 2013. The project will soon come to an end, with the National Launch of the School Report Cards report on the 22nd of June 2017.

    Writing report that will form the basis of the SRC report and also the end of project report

    Integrity Action is looking for an experienced photographer, video maker and professional writer to write a case study on a Comic Relief funded project in Tana River, Taita Taveta and Marsabit County in Kenya. This professional should be based in Kenya.

    Background

    Integrity Action works with communities to promote integrity-based values and behaviours through collaborative problem solving, supported by an autonomous and transparent tech tool used by citizens to drive value for money and report the percentage of problems resolved to their satisfaction.

    Our approach helps communities take ownership of local development projects and supports constructive engagement between citizens, the private sector and public officials to work together on improving the provision and performance of public services and infrastructures. Our mission is to empower citizens to act with and demand integrity, actively taking part in building institutions that are open, accountable and responsive to their needs and expectations. Our vision is for a just and equitable world, where citizens are empowered and integrity is central to vibrant societies.

    In the past decade, Integrity Action have trained and supported citizens to voluntarily monitor services in their communities as a means to promote greater government accountability and responsiveness, ultimately improving services.

    Our Community Monitors are people living in communities where projects are implemented and they come from all walks of life regardless of sex, age, gender, sexual orientation, background or economic status. They are selected by and from among their peers on the basis of their attitude and aptitude, and a commitment to integrity and the public welfare of their community.

    Our final beneficiaries are women and men, boys and girls living in communities with extensive poverty, weak governance, and a high failure rate of development projects

    Job profile for Project Officer Position for a period of One year

    Introduction

    National Taxpayers Association in partnership with Oxfam Kenya are implementing a one year project on Domestic Resource Mobilisation (DRM) with financial support from the Ministry of Foreign Affairs of Finland. The project is titled Progressive mobilisation and management of domestic resources for quality delivery of public services in three counties of Kenya. The overall objective is to support civil society organisations, community based organisations, and selected communities in Nairobi County to be better placed to demand progressive taxation, more accessible public services and accountable government. In doing this, the project seeks to contribute to promoting accountable and transparent gender sensitive resource mobilization, allocation and spending on in order to tackle inequality and poverty

    In doing so, the project intends to contribute to a more progressive, transparent and accountable tax and expenditure regime that results in reduced inequality and improved quality of life for poor, vulnerable and marginalized women and youth in Kenya. The project seeks to support women and youth to effectively influence progressive policy changes on government revenue raising, budgeting and spending that deliver increased investment in public services that respond to their needs, priorities and rights in Nairobi.

    Purpose and Scope:

    NTA seeks to hire a project officer to manage and deliver this project. The project officer is responsible for the overall management of the project. Ensure timely implementation, accountability, oversight and reporting of all program activities as envisaged in the project documents.

    Key Responsibilities:

    1) Research, Influencing and Advocacy

    • Manage research relating to the project
    • Use research evidence for advocacy with stakeholders
    • Promote and strengthen partnership relations with government, particularly Nairobi County.
    • Work closely with and support where possible the partner organizations

    2) Programme Management

    • Manage the implementation of DRM project using Results Based Management
    • Maintain oversight for the technical quality of project implementation, working closely with other partner organisations and NTA staffs to ensure that activities deliver results to the highest standards.
    • Plan, manage and participate in regular field trips to monitor project implementation, with the support of the project team, partners and communities.
    • Ensure that all activities are managed in compliance with terms and conditions of donor contracts, including work planning, forecasting and reporting, and that all administrative procedures are maintained to a high standard.

    3) Partnership Management

    • Ensure that all partner relationships are managed effectively
    • Promote and demonstrate the highest standards of mutuality, subsidiarity, accountability and transparency in all partnership relations
    • Plan, manage participate in regular field visits to monitor the quality of project implementation and compliance with agreed standards by partners
    • Consult regularly with target communities to validate monitoring reports
    • Convening the Nairobi Budget Network and supporting the work of the network where possible

    4)Monitoring, Evaluation and Learning (MEL)

    • Lead the design and implementation of a high quality MEL framework for the project·
    • Deliver regular, good quality project reports (activity, financial, narrative, results frameworks etc.) ensuring that all reports respond to project indicators and are in line with organizational policy and institutional funding requirements
    • Ensure that partners have the capacity to implement appropriate field monitoring and documentation practices
    • Design and manage systems to capture learning on a regular basis and to communicate lessons, both internally and externally
    • Ensure that monitoring reports and lessons learned are used to adapt project strategies to improve project quality and achievement of results.
    • Monitoring, Evaluation and Learning
    • Providing timely feedback to relevant project team on any programmatic issues necessary for increasing program impact

    Qualifications, Attributes and Other requirements specific to the role

    • At least a Masters level education in development related studies or a relevant subject
    • At least 3 years’ experience working in the development sector
    • Technical expertise and experience of managing or working on projects related to Public Financial Management
    • Experience working with community health units is an added advantage
    • Proven record of good financial management skills, including experience in donor reporting and budgeting
    • Highly capable project officer with demonstrated ability and experience in managing successful delivery of programme strategy
    • High levels of understanding and experience of the project/programme management cycle. Knowledge and experience of Results Based Management an advantage
    • Strong analytical skills
    • Proven IT skills.

    • Provide support to the development of project-wide mechanisms to measure and document progress on indicators and achievement of targets, lessons learned and best practices, and dissemination of results.
    • Support the program staffs, relevant government agencies, and other stakeholders to collect and analyze primary and secondary data to inform project progress and the development of annual plans.

    Qualifications, Attributes and Other requirements specific to the role:-

    1. At least a Bachelor degree level education in development related studies or a relevant subject
    2. At least 2 years’ experience working in the development sector
    3. Experience working on projects related to Public Financial Management
    4. Experience working with community units is an added advantage
    5. Proven record of good financial management skills, including experience in donor reporting and budgeting
    6. Understanding of the project/programme management cycle is a requirement
    7. Knowledge and experience of Results Based Management an advantage
    8. Demonstrated knowledge about gender and development, and demonstrated experience in programs that mainstream gender an advantage
    9. Proven IT skills.

    “To clarify the current position, enhance the impact and define the future direction of National Taxpayers Association”.

    1.1. Objectives

    The objectives of developing a strategic plan will be organizational capacity assessment and review with a view of coming up with proposed action plan by:

    • Organization capacity /institutional framework assessment
    • Business process assessment - define the NTA’s strategic priorities
    • Assessing communication, visibility and collaboration mechanism
    • Assessing internal monitoring, reporting and evaluation mechanism

    3. SCOPE OF SERVICES

    3.1. Review

    Activity: Review of organizational documents, relating to the structure, finances, staff, management, history, activities, projects and policies of the NTA.

    Aim: To identify current status of the organization.

    3.2. Interviews

    Activity: Consultations with NTA management and other relevant stakeholders, either by in-person interview or phone-interviews.

    Aim: To identify current status, future challenges and individual recommendations

    3.3. Development

    Activity: Development of the Strategic Plan, consisting of the following main sections:

    • SWOT analysis
    • Organizational structure (a practical solution to the institutional framework including an internship management strategy)
    • Proposed action points from the results derived from the assessment areas proposed under the objectives (1.1)

    Aim: To have a Strategic Plan in place, containing concrete proposals for the above-mentioned topics.

    3.4. Reporting

    Activity: To provide the NTA Secretariat with monthly progress updates

    Aim: To have a solid reporting mechanism

    3.5. Presentation

    Activity: To present the Strategic Plan and the result of the review to the NTA Governing Council, the management, as well as the NTA staffs.

    Aim: To have the Strategic Plan and the proposed changes fully understood and embraced by the involved parties.

    4. QUALIFICATIONS

    In selecting the right candidate for this project, the following will be considered:

    • Expertise and experience in; institutional audit, review and strategic planning
    • Knowledge of organizational Development (desired/asset)
    • Understanding of the Non Governmental systems (desired/asset)
    • Minimum of 10 years of experience in the field or organizational development, organizational review and capacity assessment
    • Language skills (English)

    The objectives of developing a strategic plan will be organizational capacity assessment and review with a view of coming up with proposed action plan by:

    • Organization capacity /institutional framework assessment
    • Business process assessment - define the NTA’s strategic priorities
    • Assessing communication, visibility and collaboration mechanism
    • Assessing internal monitoring, reporting and evaluation mechanism
    • Assessing procurement and financial reporting system
    • Assessing fundraising/resource mobilization strategy
    • Reviewing the programmatic strategies
    • Assessing staff capacity and establishment
    • Assessing Knowledge management strategy
    • Assessing the organizational structure
    • Assessing Partnership management structure


    3. SCOPE OF SERVICES

    3.1. Review

    Activity: Review of organizational documents, relating to the structure, finances, staff, management, history, activities, projects and policies of the NTA.

    Aim: To identify current status of the organization.

    3.2. Interviews

    Activity: Consultations with NTA management and other relevant stakeholders, either by in-person interview or phone-interviews.

    Aim: To identify current status, future challenges and individual recommendations

    3.3. Development

    Activity: Development of the Strategic Plan, consisting of the following main sections:

    • SWOT analysis
    • Organizational structure (a practical solution to the institutional framework including an internship management strategy)
    • Proposed action points from the results derived from the assessment areas proposed under the objectives (1.1)

    Aim: To have a Strategic Plan in place, containing concrete proposals for the above-mentioned topics.

    3.4. Reporting

    Activity: To provide the NTA Secretariat with monthly progress updates

    Aim: To have a solid reporting mechanism

    3.5. Presentation

    Activity: To present the Strategic Plan and the result of the review to the NTA Governing Council, the management, as well as the NTA staffs.

    Aim: To have the Strategic Plan and the proposed changes fully understood and embraced by the involved parties.

    4. QUALIFICATIONS

    In selecting the right candidate for this project, the following will be considered:

    • Expertise and experience in; institutional audit, review and strategic planning
    • Knowledge of organizational Development (desired/asset)
    • Understanding of the Non Governmental systems (desired/asset)
    • Minimum of 10 years of experience in the field or organizational development, organizational review and capacity assessment
    • Language skills (English)

    Bidding standards:

    The tender should be no more than 5 pages, and is expected to include;

    • Introduction
    • Background of the consultancy company
    • Proposition on how the project would be conducted
    • Proposed budget line

    CV of consultant/-s involved in the project and examples of previous work should accompany the bid.

    5. PROJECT TEAM

    The project will be headed by the consultant/- s, in collaboration with the NTA team.

    REQUEST FOR EXPRESSIONS OF INTEREST

    This request for expressions of interest follows the general procurement notice for this project titled Domestic Resource Mobilization that appeared on NTA's website on May 08, 2017.

    The NTA have received a grant from OXFAM on the Domestic Resource Mobilization project which aims to encourage the public to take a more active role and get involved in engaging Government to enact changes in policy and practice for a more progressive, equitable and accountable revenue raising, allocation and its spending. This is expected to lead to the realization of Governments taking concrete steps towards progressive and accountable fiscal systems that are informed and influenced by quality evidence and policy analysis for quality and accessible public services that meet the needs of the citizenry.

    NTA will be involving CSOs, County Government Officials, the media and members of the public in a bi-monthly discussion to interrogate the identified budget implementation concerns and provide Sectoral policy recommendations that can form the basis of advocacy and engagement with the county government leadership. NTA will ultimately share the results from these engagements with the members of the public in Nairobi County at the ward level for their action. However, NTA is also cognizant of the fact that capacity is a major issue on matters social accountability. It is with this in mind that NTA has planned to invite various stakeholders to training on civilian oversight.

    NTA intends to apply part of the grant to cover eligible payments under the contract for this activity. NTA therefore invites you to express interest in providing the above services. Interested consultants must provide information indicating that they are qualified to perform the services. The information to be provided by interested Consultant are; consultant’s CV, description of similar assignments, possession of appropriate skills and cover letter.

    The attention of interested Consultants is drawn to NTAs organizational policy which requires that consultants provide professional, objective, impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and that in providing advice they avoid conflicts with other assignments and their own corporate/personal interests.
